The National Food and Nutrition Commission (NFNC) was established in 1967 through an Act of Parliament.  The Institution is now guided by the Food and Nutrition Act of Parliament, No.3 of 2020, which gives NFNC a wider mandate to provide leadership on food and nutrition in the country.

In line with its mandate, the Institution now invites applications from suitably qualified candidates to fill up the following positions:

1.0     MANAGER-PLANNING AND RESEARCH

1.1       JOB PURPOSE:                     To manage planning, research and resource mobilisation functions in order to facilitate the implementation of programmes and generate information for decision-making.

1.2    KEY RESULT AREA PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)
PLANNING Coordinates effective preparation of corporate and multisectoral plans and budgets in order to ensure harmonised implementation of food and nutrition programmes
BUDGET TRACKING Coordinates the tracking of multisectoral food and nutrition budgets effectively in order to facilitate implementation of appropriate interventions
RESOURCE MOBILISATION Manages effectively the preparation of investment plans and project proposals in order to facilitate resource mobilisation
RESEARCH Coordinates effective research on food and nutrition in order to ensure evidence-based policy formulation and programming.
MONITORING & EVALUATION Manages effectively the monitoring and evaluation of food and nutrition programmes in order to determine their effectiveness and facilitate the implementation of appropriate interventions
INFORMATION SYSTEM Manages effectively the maintenance of a national food and nutrition information system in order to ensure the availability of up-to-date information
NUTRITION SURVEILLANCE Coordinates effectively the implementation of a nutrition surveillance system in order to determine vulnerabilities and implement appropriate interventions
ICT Manages the Information and Communication Technology functions effectively in order to facilitate smooth operation
MANAGEMENT Supervises effectively the human resources and utilisation of financial resources in order to ensure efficient operations of the Unit.
PERFORMANCE MANAGEMENT

 

Manages effectively the implementation of performance management systems in order to improve individual and Unit performance and productivity

 

1.3       EDUCATION AND PROFESSIONAL QUALIFICATIONS

  • Full Grade 12 Certificate or equivalent
  • Minimum of a Bachelor’s degree in Economics, Statistics, or its equivalent
  • Minimum Eight (8) years of relevant work experience, of which two (2) must be at management level
  • Valid member of a relevant professional body
  • Computer literate

1.4       KNOWLEDGE AND SKILLS

  • Able to write analytical and technical reports
  • Able to communicate effectively in English
  • Able to work with people of different cultures
  • Able to use data analysis packages

 

2.0     MANAGER – MEDIA AND COMMUNICATIONS

2.1       JOB PURPOSE:                     To manage the development and implementation of food and nutrition sensitisation programmes in order to promote appropriate nutrition behaviours and practices.

2.2    KEY RESULT AREA PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)
Communication strategy Manages the development and implementation of the communication strategy effectively in order to ensure the effective flow of information to different target groups
Sensitisation Manages effectively the development and implementation of food and nutrition sensitisation programmes in order to promote productive and healthy lifestyles
IEC materials Manages effectively the preparation of Information, Education and Communication materials in order to ensure the dissemination of food and nutrition information to the general public
Behavioural Change programmes Coordinates effectively the development, implementation and review of behavioural change initiatives in order to promote appropriate nutrition behaviours and practices.
Multisectoral response programmes Coordinates effectively the development and implementation of multisectoral food and nutrition advocacy and promotion initiatives in order to facilitate harmonised implementation among stakeholders
Public Relations Supervises effectively the performance of public relations functions in order to promote a positive image of the Institution
Management of resources Manages human and financial resources and other resources effectively in order to ensure the efficient operations of the Unit.

2.3       EDUCATION AND PROFESSIONAL QUALIFICATIONS

3.0     INTERNAL AUDITOR

3.1       JOB PURPOSE:                     To undertake internal audit activities in order to ensure adherence to financial and operational controls 

3.2 KEY RESULT AREA PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)
Internal Audit policies Review and implement relevant policies based on analysis and assessments of data and business processes, to ensure work is in accordance with the professional standards relevant to Government Auditing Standards, including those applicable to the independence of internal auditors.
Internal Audit systems Review and implementation audit systems  in order to ensure effective internal controls in the Commission
Performance Audit Undertake performance audits, special investigations and studies, identifying control breakdowns, and establishing financial losses in order to effectively recommend corrective measures.
Risk Management Identify the financial and non-financial risks of the organization and offer recommendations to reduce the risks.
Work plans Undertakes timely preparations of Annual Internal Audit Work plan programmes in order to achieve Audit objectives
Advice Management Advise management and the Board of Directors and other personnel on the following:

i.            Effectiveness and efficiency of operations.

ii.            Reliability of financial and management reporting.

iii.            Compliance with laws and regulations.

iv.            Safe guarding of Assets.

Audit Assignments Undertakes timely pre-audits and post audit assignments in order to assess the effectiveness of the internal controls and detect irregularities in the system.
Stock Verification Undertakes effectively the preparation and implementation of stock verification programmes in order to ensure security and accountability of the Institution stocks
Reports Undertakes timely preparation and submissions of Internal Audit findings in order to facilitate decision making
Corporate Governance Advise the Commission on implementation of corporate governance principles in order to effectively manage risks.

3.3       EDUCATION AND PROFESSIONAL QUALIFICATIONS

  • Full Grade 12 Certificate or equivalent
  • Minimum of CA/ACCA III/CIMA/Bachelor of Accountancy
  • Minimum five (5) years of relevant work experience
  • Valid member of a relevant professional body
  • Computer literate

3.4       KNOWLEDGE AND SKILLS

  • Able to write analytical and technical reports
  • Able to communicate effectively in English
  • Excellent attention to detail and good with numbers
  • Able to handle confidential information
